It is so hard to know.... and do the math that comes with it. Think of the stipends as part of the overall pay package, not just the hourly pay. So, the COTA may be making much less in stipends. You nailed it. Without a tax home, you can't collect the tax free money, but it's fine to work with the agencies - people do it all the time. Sorry for my slow reply. All good questions! I think the simple answer to all of your questions is that there is a way to do it if you can make the finances work. Travel agencies should be able to walk you through the process on finding housing, jobs, licensure, etc - and some will offer assistance ...
